Councils threatens $50,000 fine on Ben Elton over solar panels

INTERNATIONAL comedian Ben Elton has been threatened with a $50,000 fine - for installing energy-saving solar panels on his North Fremantle roof.

He has been forced to submit a retrospective planning application to prevent legal action against him -- and $5000-a-day penalties until they are removed.
