The Conservation Council of Western Australia is calling on Environment Minister Donna Faragher to oppose a proposed multi-billion dollar urea plant in the south-west.
The Environmental Protection Authority (EPA) has granted the Collie plant approval, provided carbon capture measures be employed within five years of the technology being developed.
The council says the EPA has also approved three new coal-fired power stations in the area.
The council's Piers Verstegen says the decisions are very concerning.
"The EPA have in their own reports acknowledged that we're likely to see increases in Western Australia's carbon pollution by 75 per cent just in the next few years and we're extremely concerned about the conditions the EPA has recommended because they're basically relying on a technology that doesn't exist," he said.
A final decision on the urea plant is expected in the next few weeks.
